We can make our community safer and reap all the rewards from that safety. YOU MUST WANT IT BAD ENOUGH. YOU MUST BELIEVE THAT YOU HAVE THE POWER TO INITIATE CHANGE TO MAKE YOUR COMMUNITY SAFER. ALL ELECTED OFFICIALS, THE POLICE, ETC. ANSWER TO YOU. YOU MUST BELIEVE THIS IN ORDER TO SUCCEED! Take a look at the figures and try to figure out where your tax dollars are going to make our communities safer. The Ordinance will not cost the tax payers a dime and they work.

SPECIFICALLY HORRY COUNTY - AH new news, it has been reported in the papers that EVERYONE IS NOW "SCRAMBLING" TO PUT IN PLACE NEW PRECINCTS BECAUSE OF THE RAMPANT MURDER STATS-NEW PRECINCTS "DIAL 911 AND DIE" - BOY THEY SURE CAN SPEND YOUR MONEY AS QUICKLY AS YOU CAN EARN IT, AND WHAT CAN THESE POWERS TO BE PROMISE WITH THEIR NEW PRECINTS-CAN THEY PROMISE A RADICALLY AND STABLE REDUCTION IN CRIME-NO BUT THEY CAN SURE PROMISE A RAISE IN TAXES WITHOUT THE PEOPLE GETTING THEIR MONEY'S WORTH-THE POLICE ARE NOT RESPONSIBLE FOR INDIVIDUAL PROTECTION-THEY ARE CLEAN UP CREWS OR THERE FOR THE PUBLIC GOOD NOT TO PROTECT YOU INDIVIDUALLYPolice Cannot Protect YOU!!

GUN TRIVIA FACTS

According to The Wall Street Journal, Dr. Kellermann now concedes, "A gun can be used to scare away an intruder without a shot being fired," admitting that he failed to include such events in his original study. "Simply keeping a gun in the home," Kellermann says, "may deter some criminals who fear confronting an armed homeowner."NIJ

Criminologist and researcher Gary Kleck, using his own commissioned phone surveys and number extrapolation, estimates that 2.5 million Americans use guns for defensive purposes each year. He further found that of those who had used guns defensively, one in six believed someone would have been dead if they had not resorted to their defensive use of firearms. That corresponds to approximately 400,000 of Kleck's estimated 2.5 million defensive gun uses. Kleck points out that if only one-tenth of the people were right about saving a life, the number of people saved annually by guns would still be at least 40,000.NIJ

The Department of Justice's own National Institute of Justice (NIJ) study titled "Guns in America: National Survey on Private Ownership and Use of Firearms*," estimated that 1.5 million Americans use guns for defensive purposes every year. Although the government's figure estimated a million fewer people defensively using guns, the NIJ called their figure "directly comparable" to Kleck's, noting that "it is statistically plausible that the difference is due to sampling error." Furthermore, the NIJ reported that half of their respondents who said they used a gun defensively also admitted having done so multiple times a year -- making the number of estimated uses of self-defense with a gun 4.7 million times annually.NIJ

Kennesaw's Gun Law Ordinance

Kennesaw's gun ordinance, adopted in March 1982, reads as follows:

Code of Ordinances & Gun Law

Sec. 34-1 Heads of households to maintain firearms.

(a) In order to provide for the emergency management of the City, and further in order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household residing in the City limits is required to maintain a firearm, together with ammunition therefore.

(b) Exempt from the effect of this section are those heads of households who suffer a physical or mental disability, which would prohibit them from using such a firearm.

Further exempt from the effect of this section are those heads of households who are paupers or who conscientiously oppose maintaining firearms as a result of beliefs or religious doctrine, or persons convicted of a felony.


The Kennesaw Ordinance is unenforceable just as Israeli law passed in 1974 was unenforceable.
Both are a line in the sand for criminals, terrorist, anyone wishing to do harm to law abiding citizens.

"In Israel in 1974, the government had this debate. Terrorists took 100 kids hostage at a school in Maalot. During the rescue attempt, 25 people were killed and 66 wounded. There was an outcry in Israel to get rid of the guns and-or at the very least make them so restrictive that no one would even try to go through the hoops to get one. But the government wisely chose a different course. Instead of taking away the guns and keeping them taboo in schools, Israel made sure they were more plentiful. All military reservists were issued personal weapons. Anyone (civilians) with a clean record was given a concealed-carry permits. Teachers -- even kindergarten nurses -- began carrying guns (all concealed). Schools were protected by parents, not after-the-fact SWAT teams. No school group went anywhere without armed guards (concealed). At 15 years of age, kids began receiving gun safety lessons. Guess what? No more school terrorism in Israel."More information There has not been one attack since this unenforceable law was signed. No one knew who was armed in the schools and who was not, since all weaponry was concealed. No one could be forced to carry concealed, no records were kept on who was carrying. Not one attack on the schools. There was no way of enforcing individuals to wear their guns and to bring them onto the school grounds. Just the law on the books worked as intended. Our homes are no different than a school. This unenforceable law can and will work in Loris and the county, guaranteed.

MORE ARGUMENTS FOR THE UNENFORCEABLE: Also as with concealed-carry permits, that are also unenforceable after issuance, yet towns, counties, and states that publicly announce that they are behind the armed citizen see extreme drops crime, for example Orange County CA-population almost 4 million. In Florida, violent crime is dropping. From 1996 to 2003, the rate of murder, forcible sex offenses, robbery and aggravated assault in the state decreased 30.7 percent, according to the Florida Department of Law Enforcement. Evidence for the unenforceable, which includes concealed carry permit states, goes beyond the pale to substantiate the passage of the Safety Ordinance.

To date, Kennesaw has not had one crime committed with the use of a gun, had not had one child shot accidentally, and their domestic violence crimes are nonexistent. This is what happens when you get rid of the garbage residents and transients bent on not following the law and lack of respect for that law and community and replace them with people that are law-abiding and respectful of their community. This is what the Ordinance has done for Kennesaw. They have even stopped advertising about the ordinance for people to settle in Kennesaw because the people that are moving in know one thing, they as a community are safe in Kennesaw, they helped make it that way and will continue to do so. Can the Horry County Public Safety Committee say the same thing? Can the Horry County Council brag about these facts? Can the Loris City Council advertise this?

In the year 2000 South Carolina had an estimated population of 4,012,012 which ranked the state as having the 26th in population. For that year the State of South Carolina had a total Crime Index of 5,221.4 reported incidents per 100,000 people. This ranked the state as having the 5th highest total Crime Index.

For Violent Crime South Carolina had a reported incident rate of 804.9 per 100,000 people. This ranked the state as having the 2nd highest occurrence for Violent Crime among the states.

For crimes against Property, the state had a reported incident rate of 4,416.5 per 100,000 people, which ranked as the state 9th highest. Also in the year 2000 South Carolina had 5.8 Murders per 100,000 people, ranking the state as having the 18th highest rate for Murder.

South Carolina’s 37.7 reported Forced Rapes per 100,000 people, ranked the state 18th highest.

For Robbery, per 100,000 people, South Carolina’s rate was 146.6 which ranked the state as having the 14th highest for Robbery.

The state also had 614.8 Aggravated Assaults for every 100,000 people, which indexed the state as having the 1st highest position for this crime among the states.

For every 100,000 people there were 969.3 Burglaries, which ranks South Carolina as having the 7th highest standing among the states.

Larceny - Theft was reported 3,068.1 times per hundred thousand people in South Carolina which standing is the 9th highest among the states.

Vehicle Theft occurred 379.0 times per 100,000 people, which fixed the state as having the 23rd highest for vehicle theft among the states.

He and his police chief are so happy to have cleaned up their town with such a simple ordinance. The town has exploded with businesses, population, economy, expansion, property values, everything is booming except crime
that is in the single digit numbers.

The manpower for the police force was not increased, taxes were not increased, vehicles used by the police did not increase, it cost the town nothing to lower their crime.

What was effected was:
lower outlay of money to do policing-that money was used for other things,
lower city moneys in expenditures from the lowering of the crime,
less money spent by citizens to replace what was stolen or people that were hurt from violent crime,
higher property values which brought in a better class of citizen,
people of like mindset moved in and wanted to keep the crime lower so they were ecstatic with the ordinance,
more businesses and people moved in to take advantage of the ordinances
and on and on!!

While Kennesaw, with their ordinance in place, crime has flourished and gone to the surrounding towns. Thieves, murderers, violent offenders, rapists, and transients are staying away from Kennesaw. You cannot argue with success.

Basically this town is protected from the ordinance in ways, when it was put in place, that were unimaginable at the time!

Like the surrounding Cobb County and Atlanta area, Kennesaw's population growth is intense. Kennesaw's population increased from 5,095 in 1980 and to 21,675 in 2000, an increase of 325% in just 20 years. The Kennesaw Census Area also increased approximately 271% for that same period. The City began a growth spurt in 1985 which will last through the turn of the century.

The growth of the Metropolitan region encouraged the rapid expansion of housing and ancillary businesses, leading to the population explosion in and around Kennesaw. Furthermore, Kennesaw is developing as its own commercial center to further expand the metro boundary.
