October 3, 2005 The Kennesaw Ordinance (adopted March 1982) in Kennesaw GA now being applied to Loris - (Loris Safety Ordinance) :

CODE OF ORDINANCES & GUN LAW (Loris Safety Ordinance)
Heads of households to maintain firearms.
(a) In order to provide for the emergency management of the County, and further in order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household/business residing in the City limits is required to maintain a firearm, together with ammunition therefore.
(b) Exempt from the effect of this section are those heads of households who suffer a physical or mental disability, which would prohibit them from using such a firearm.
Further exempt from the effect of this section are those heads of households who are paupers or who conscientiously oppose maintaining firearms as a result of beliefs or religious doctrine, or persons convicted of a felony.

Let us get the lies and biased statements out of the way:

1. This ordinance is not about guns it is about a hard line against crime and keeping it out of our town

2. This does not interfere with the citizen's rights to either bear arms or not bear arms

3. The ordinance is non-enforceable

4. There is NO registration, NO checks on participating households, and ANYONE CAN OPT-OUT WITHOUT PENALTY-citizens are neither tracked, or have to sign on, or have to sign paperwork to opt out

5. It does not increase violence, gun ownership, nor does it have anything to do with conceal carry

6. Figures show that with increased population a town does not have to have increased crime, in fact with the ordinance the exact opposite happens (Kennesaw has grown over 325% in 20 years, Loris 1.7%-Loris is 2x the national crime index with a population of 3000 Kennesaw is 1/2 of the national crime index with a population of over 30,000 10X that of Loris)

7. No money was spent implementing this ordinance, yet the town is now one of the safest in America - because every household (unless they opt-out) must be armed-and criminals know it!

8. It makes the policing of the town easier and lightens the tax load of the citizens- even though the population has grown over 10x Loris' population Kennesaw has not had to add one car, one officer, nothing. The only thing the ordinance does is send a message to the bad guys saying that Criminal Behavior Is Not Tolerated Here - Citizens Are Armed And Ready To Protect Themselves, Their Families, And Their Homes. Moreover, it works. Criminals are cowards they prey on the weak, old, defenseless, and unprepared-and since they are cowards they fear dying or being hurt in pursuing their criminal acts. Their fear must be against them- Our unenforceable sign is in the fact that we are not only prepared to protect ourselves but the government that we have elected has backed us in our protection which scares the hell out of criminals

9. In 1982 Kennesaw is where Loris is now economically, crime wise, etc. now it is 23 years later and because of that ordinance Kennesaw is the safest city in America

Ordinance has worked: Gueda Springs Kansas, Franklintown PA, Virgin UT, and Kennesaw GA

The Umbrella Theory (distinctly connected to the ordinance) works protects those who are armed and those who are not. Even if someone opts out of this ordinance, criminals never know who opted out, and they do not want to take a chance by breaking into the wrong store or home.

Example: There are three homes on a block. There is a sign posted on the corner. The sign states: "If you are coming in to do us harm, know that we are armed and ready" Where do you think the criminal is going to go: on that block or choose another block These ordinances are that sign for the entire city.

OTHER EXAMPLES CLOSER TO HOME SHOW HOW THE UNENFORCEABLE WORKS-A CONCEALED CARRY PERMIT IS UNENFORCEABLE AFTER ISSUANCE-NO ONE KNOWS WHO IS CARRYING AND IT IS NOT MANDATORY TO CARRY-THE PERCEIVED AND ADVERTISED THREAT TO THE CRIMINALS CAUSE A STOPPAGE IN CRIMES-a few examples

LOCAL non-enforceable signage: Piggly Wiggly (was having a rash of robberies) with the removal of the enforceable conceal carry signs: robberies stopped cold

LOCAL non-enforceable signage: HTC, Wal Mart, Home Depot because they know that the probability of robbery or mayhem was more with the signs up then with the signs down.

LOCAL non-enforceable signage: Horry County State Bank verses BB&T (BB&T with the enforceable signs had a continual rash of robberies signs came down robberies stopped

COUNTY non-enforceable Orange County CA house values at mean $410,000 tremendous violent and thefts year 2000, now 2005 advertised armed civilians crime is below the national index

COUNTRY non enforceable Israel 1974 Maalot 66 children killed issuance concealed carry unenforceable after issuance not one school attacked since 1974-nonenforceable now way to track or make mandatory

A Guarantee for Loris City Residents/Business Owners NO EMPTY PROMISES HERE-already has been proven wherever the ordinance is or perceived-armed citizenry are residing it works

1. You will see a significant drop in crime
2. You will see a community coming together, because now they are part of a plan for everyone to be safe.

3. You will see tremendous population and business growth, because now you have something to offer the public: a government that supports the safety and rights of their citizens.

4. Property values will skyrocket and bring a more affluent class of citizenry.

5. Our streets and suburbs will be safer. The criminal's worst nightmare is meeting an armed civilian.

6. Ordinance will save everyone money, because there will be less trouble, less police costs, hospital costs, and court costs. It will save the citizens money from insurance costs, less theft and less pain and anguish

The evidence and proof is overwhelmingly irrefutable in support of the Ordinance and can counteract any rational arguments against it. Basically it boils down to you the politicians (who we elect for the public good) want to keep playing around with the criminal element invading our city or are you going to take a hard-line and help the citizenry keep the criminal element out of our city. The Council cannot promise nor produce substantial drops in crime no matter what plan they pursue. We have lost the fight against crime and it will be getting worse. We don't need our tax dollars spent on more police that cannot protect the individual's rights we need the city council, who were voted in to safeguard the public good, to do just that. This city's existence and preserving our way of life in this town needs this ordinance.

Do the counsel members no the definition of blight:

A condition of property or the uses of property in parts of a city, town, or neighborhood that are detrimental to the physical, social, and/or economic well being of a community. It can include abandoned buildings or those severely neglected by their owners, vacant lots full of rubble and garbage, or dangerous and/or illegal uses such as crack houses, the selling of drugs, or other illegal activities and the promulgation of transients.


I have a question to ask of the council. Do any of the council members have 10-30 people congregating in their streets and around their homes practically everyday? Do you have daily transient traffic and drug deals going on in your streets? These crowds of slum dwellers that are on the council's home streets, do they seep out into your neighbor's houses and cause violence and hurt? No I don't thinks so then why does the council allow this to happen on Maple street if it does not happen on your neighborhood streets? This situation is intolerable and does not only cause a black spot on our town, cost the town monies in trying to keep it contained (and that is not working) but places our citizenry in danger and makes a mockery of our police force and the law. It must be stopped. WE must get rid of the transients and drug elements in our town. In addition, it can be done.

sled Narc squad Lt. Bill Grahamsly 843-896-7401 had the same problem in Lake City SC (where he lived)- took one year road blocks 4 to 5 times hits per week with a little help from sled (first the big sellers were gotten rid of the first tier, then the replacement second tier buyers we gotten rid of) then the drug dealers and addicts were afraid of getting arrested stopped the flow and the area dried up and it is now out of their town - Lake City took a stand why aren't we? We demand this sewer be cleaned up. We want to see a plan of action, proposed by the council for action on this issue.
