Re: illegals nesting in the United States-this idea needs action not only by the Horry Electric Cooperative but across the nation!

All of a sudden for the first time since the inception of the United States, we now are facing a serious undermining of our American principals and way of life due to the insurgence of illegal aliens. You have initiated a program in Horry Electric because you have seen enough of a rise of non-English speaking people to: condone the use of translators so they can get electric power, so they can be helped in filling out applications, and you have gone so far as to initiate a separate reading on your site so they can understand facts about the Cooperative.

Reasonable sense dictates we are having this problem in South Carolina because the border states to Mexico have filled up with illegal aliens and they are now spreading out to other areas of the country. They are also coming to South Carolina because greedy people who own businesses use the illegals low pay wage to save on labor costs whereby they make more of a profit. There are other factors but one only has to follow the money trail to figure out why they are now coming into South Carolina.

From my understanding a simple credit check is done and these non-English speaking people are then issued electricity. Unless the Cooperative is receiving federal moneys, for example like the LIHEAP (Low Income Home Energy Assistance Program) the cooperative is not required by federal law to make any concession such as web page translations, translators, etc. If this is not the case than I do not believe that the members of the cooperative have to foot the bill to pay the expenses for these services.

Transcending the issues listed above is that Horry Electric Cooperative is missing the big picture. Horry Electric and any other necessity supplying companies dealing with items that are needed for survival needs are supplying a nesting ground for illegals to comfortably stay in our country. Whether they are here to work or to operate an active terrorist cell, you are supplying them with the necessity of life which is electricity. There are no checks and balances (except for a credit application) to know whether these people are illegal immigrants or not. This lack of foresight goes beyond the pale because when it boils down to it without these checks and balances Horry Electric is abating and helping people that would do our country harm. Whether it be economical harm or with worse intent actual physical damage.

I am a business owner for more years than I would like to remember and I have never sold a product to a consumer, that they were not required by law to determine their citizenship. All my customers are proud to sign the documentation that they are citizens. The computerized system I use for American citizenry check is the National Instant Criminal Background Check System (NICS) which takes no more than 30 seconds. The NICS check investigates many computer systems in the government but the main one is the Bureau of Immigration and Customs Enforcement (ICE). Horry Cooperative can deal directly with ICE to get the pertinent information. It is necessary for this coop and every energy providing companies, that delivers necessary services for the sustenance of human life in America to verify citizenship status. This program should also be retroactive.

It is imperative for the survival and safety of our country that illegals are not given the chance to nest in our country. Necessary service providers must check on the citizenship on their users. The ICE system is one telephone call away:

Questions that should be added to the application for electrical service (taken from Federal Form 4473 (5300.9) Part 1). If an answer is any other than the United States ICE is called.

1. What is your country of citizenship (list more than one if applicable)?

2. If you are not a citizen of the United States, what is you INS issued alien number or admission number?

I also understand that making a false oral or written statement, or exhibiting any false or misrepresent identification with respect to this form is a crime punishable as a felony.

This hole of this sanctuary must be plugged. We cannot provide the necessities of life (electricity) to people who do not BELONG IN OUR COUNTRY.

Here is a quick read why citizenship must be checked to receive services (I of course did not find it necessary to list The Twin Towers massacre):

* 10-20 million illegal criminal aliens presently roam the U.S. The number of illegal criminal aliens doubled in the 1990's.

* Illegal aliens constitute over 25% of the federal prison population. In some areas of the country, 12 % of felonies, 25% of burglaries and 34% of thefts are committed by illegal aliens.

* In Los Angeles alone, 95% of all outstanding warrants for homicide ( which total approximately 1,200-1,500) target illegal aliens. Up to 2/3 of all fugitive felony warrants ( approximately 17,000) are for illegal aliens.

* In fiscal year 1999, incarceration expenses for incarcerating illegal aliens in state & local jails in Pennsylvania alone cost taxpayers $13.3 million. It has been established that the nationwide costs to states and localities for housing illegal criminal aliens is about $2 billion per year.

* Approximately 400,000 illegal aliens who have committed crimes and have been given a deportation order are at large in the U.S. and their whereabouts unknown.<

* In May 2002, federal agents arrested 2 Egyptian nationals for trying to smuggle illegal Middle Eastern immigrants into New Jersey via Mexico.

*The INS estimated that as of October 1996 there were 5 million illegal immigrants in the United States. 2.7 million of the illegal immigrants were Mexican and two million resided in California. That estimate included the annual rate of increase in the illegal alien population -- 275,000 with 100,000 of that annual increase taking up residence in California. So, by 2000, the illegal alien population would have increased to about 6.1 million. (INS Stat Yearbook 1988)

*The Census Bureau issued an estimate in January 2002 that the illegal alien population in 2000 was 8,705,421. That estimate was based on the discrepancy between the number of foreign-born residents and the number of legally admitted immigrants. Included in that number may be aliens residing in the United States under provisions that preclude their deportation, but who are not legal permanent residents, such as beneficiaries of Section 245(i) petitions, or asylees who have not been in the country long enough for adjustment of status, or Central American beneficiaries of the NACARA legislation. The Census Bureau estimate is preliminary and subject to modification after review of the methodology by interested parties.

*Each year the Border Patrol is making more than a million apprehensions of persons who flagrantly violate our nation's laws by unlawfully crossing U.S. borders to work and to receive public assistance, usually with the aid of fraudulent documents. Such entry is a misdemeanor, and if repeated becomes punishable as a felony.

*"More than 90% of migrants use a guide or a smuggling ring to get across the border. That's a big switch from the early 1990s." (Virginia Kice, INS Western Regional Office spokeswoman quoted in "Smugglers' Highway," Christian Science Monitor, May 2, 2001)

*Illegal aliens from Central America have been allowed to remain in the United States so long that their homelands have grown dependent on the estimated $1.5 billion a year they send home in remittances. (Clinton Bars Amnesty for Latin Immigrants, Washington Post, May 9,1997)

*The Census Bureau estimates that perhaps 115,000 people from Middle Eastern countries live in the United States illegally.

05/17/05 Received a telephone call from my senator, Senator Elliot and he is aware of the problem and he believes that it should be addressed as soon as possible. Has four major bills he is in charge of now, hopefully in a couple of weeks he will be able to address this issue. Great news-there is hope!!

06/01/05 Senator Elliot has followed up on this and it is the first item they are going to be addressing in the South Carolina Senate when it reconvenes. He has suggested a (as he calls it) a check-point Charley scale to determine citizenship from birth certificates to checking citizenship from the database.
